Going beyond this and giving the state the right to interfere in the cultural life of the people and to determine its objectives or the course it should follow , would be strangling freedom and without freedom it is impossible for art and culture to flourish . इसके बाहर जाना और राज़्य का लोगों के सास्कृति जीवन में हस्तक्षेप करने का अधिकार देना तथा उसके उद्देश्य या किस कार्य पद्धति का अवलंबन हो , निर्धारित करना , स्वतंत्रता का गला घोंटना होगा और बिना स्वतंत्रता के कला एवं संस्कृति का बहुमुखी विकास असंभव है .
