However, due to a government policy that prevented third party operations at airports run by the AAI, the CPC was not in use until July 2014, when the minister of state for civil aviation announced that the government had issued a No Objection Certificate for commencement of operations.

After six years The Karachi city counsel held its first meeting on Monday, 3 October 2016, the meeting was presided by the Deputy Mayor of Karachi Arshad Vohra as the imprisoned Mayor of Karachi Waseem Akhtar was disallowed by Sindh Government to appear for the meeting from central jail despite ATC issuing NOC ( No Objection Certificate ).

Some of the more blatant transgressions included : obtaining a No Objection Certificate ( NOC ) from the Army towards construction of the building in a sensitive zone, getting the Mumbai Metropolitan Region Development Authority ( MMRDA ) development plan modified, and obtaining another NOC for residential development in a Coastal Regulation Zone, often through manipulation of records and misrepresentation of facts.

Construction for Unit 1 began in July 2012 following the first pouring of nuclear safety concrete, and for Unit 2 in May 2013, in line with the approved Construction License from ENEC s national regulator the Federal Authority of Nuclear Regulation ( FANR ) and a No Objection Certificate from Abu Dhabi s environmental regulator, the Environment Agency Abu Dhabi ( EAD ).

The petition stated that the No Objection Certificates and Permissions were obtained by misrepresentation of facts and that clearance was obtained on the grounds that there was no paddy cultivation for the past 10 ten years, while the State Government and local bodies have been distributing funds during the last 10 years for paddy cultivation in all areas except those where water-logging had occurred across the wet lands and paddy fields.
